Abstract

Management information system plays an important role in improving employees' performance towards the achievement of the planned performance goals in the Public Service. This study investigated public service employees’ awareness and perceptions regarding the performance of the new Human Capital Management Information System, commonly known as the Public Employee Performance Management Information System (PEPMIS), within local government authorities in Dodoma and Ruvuma regions, Tanzania, against the backdrop of increasing digital transformation in human capital management. Recognising that successful implementation of information systems in the public sector depends not only on technical deployment but also on user engagement, confidence, and perceived system utility, the study adopted a quantitative, cross-sectional descriptive design. A total of 395 participants were selected through stratified proportional random sampling, and data were collected using structured questionnaires. The analysis was conducted using IBM SPSS Version 26, and descriptive statistics were used to examine key dimensions, including training adequacy, feedback mechanisms, system usability, and confidence in use. The findings revealed that the awareness and perception of public service employees are affected by deficiencies in employee training, weak feedback structures, moderate dissatisfaction with system features, and infrastructural barriers such as limited internet access and off-site system inaccessibility. While the system was acknowledged for improving performance tracking and supervisor interaction, concerns remained about usability, user involvement in system design, and the reliability of data security. The study concluded that PEPMIS remains constrained by both technical and institutional limitations that undermine perceived usefulness and ease of use, core constructs of the Technology Acceptance Model (TAM). It recommends to the central government, MDAs and LGAs to institutionalise continuous and inclusive training programs, embedding structured feedback mechanisms, enhancing system usability through user-centred design, strengthening digital trust through transparent data governance, and addressing infrastructure constraints to support broader accessibility and adoption. These interventions are essential to ensuring that PEPMIS delivers its intended outcomes of enhancing employee performance and transparency in the public sector.
