Factors influencing public project sustainability in Tanzania at the Ministry of Constitutional and Legal Affairs

Abstract

This study aimed to evaluate the determinants of project sustainability in public organizations, focusing on a case study of initiatives executed by the Ministry of Constitutional and Legal Affairs (MOCLA). The study aimed to ascertain the impact of stakeholder engagement on project sustainability, evaluate the influence of government funding on project sustainability, and analyze the efficacy of monitoring and evaluation mechanisms in promoting project sustainability. The study was guided by stakeholder theory and sustainability theory. The methodology employed to achieve the aims of this study was a mixed-method approach incorporating both quantitative and qualitative techniques. Data collection was conducted using questionnaires and interview guides from a total sample of 105 respondents, all of whom were MoCLA staff. Descriptive, inferential, and regression statistical methods were employed to analyze the data. The results were illustrated through figures and tables, utilizing frequency and percentage to delineate the data. Results regarding the initial objective revealed that stakeholder engagement was a primary determinant of public project sustainability. The data indicate that government support significantly contributes to the project's viability. The study concluded that monitoring and assessment mechanisms are the primary elements leading to project sustainability. Consequently, the study determined that for the nation to attain sustainability in various programs, it must consider the participation of all relevant stakeholders. This necessitates the eradication of all sorts of meddling by senior political leaders in district or village development programs, thereby establishing a clear demarcation between politicians and civil officials.
